Executive Order 12866 directs agencies
to follow certain principles in rulemaking,
such as consideration of alternatives and
analysis of benefits and costs, and
describes OIRA's role in the rulemaking
process.
The Unified Agenda and Regulatory Plan
provide uniform reporting of data on
regulatory and deregulatory actions under
development throughout the Federal
government, covering over 60
departments, agencies, and commissions.
The Paperwork Reduction Act requires
that agency information collections
minimize duplication and burden on the
public, have practical utility, and
support the proper performance of the
agency's mission.
On April 6, 2023, OIRA released a proposed revision of OMB Circular No. A-4: Regulatory Analysis for peer review and public comment, to ensure that OMB's guidance on regulatory benefit-cost analysis reflects the best up-to-date economic and scientific understanding.
OIRA is seeking nominations of peer reviewers for Circular A-4 by no later than April 28, 2023. Please submit nominations by emailing them to MBX.OMB.OIRA.A4PeerReview@omb.eop.gov (subject line: Peer Review Nomination for Updating Circular A-4). OIRA anticipates that the peer reviewers for Circular A-4 will be selected before the period for public comment on Circular A-4 concludes.
On April 6, 2023, OIRA released for public comment draft guidance on reforms designed to reduce the risk or appearance of disparate and undue influence on regulatory development, in order to implement Section 2(e) of the Executive Order of April 6, 2023 (Modernizing Regulatory Review).
