Abstract:
This rulemaking would amend Federal Pipeline Safety Regulations for the safety of hazardous liquid pipelines by revising the requirements for facility response plans, revising the definition for accidents, and considering the repeal, replacement, or modification of other specific regulations. The intent of these changes is to improve facility response plans, reduce unnecessary regulatory burdens and improve regulatory clarity without compromising safety and environmental protection. |
