Title: Ensuring Prompt Assistance for Passengers With Disabilities in Moving Within the Airport 
Abstract:

The Department has consistently interpreted the regulation in 14 CFR part 382, which prohibits discrimination against passengers with disabilities in air travel, to require airlines to provide prompt assistance to individuals with disabilities that request assistance in moving within the airport, which includes moving from the terminal entrance through the airport to the gate for a departing flight, or from the gate to the terminal entrance, or moving between gates to make a connection to another flight. The Department's review of its regulations in 14 CFR part 382 pursuant to section 440 of the FAA Reauthorization Act of 2018, (Pub. L. 115-254), and associated complaint data, revealed that the Department receives a significant number of complaints from consumers alleging they did not receive prompt or timely wheelchair or guide assistance at the airport. This suggests that airlines may not fully understand their obligations under part 382 to provide prompt assistance for passengers with disabilities in moving within the airport. Accordingly, the Department would amend part 382 to clarify an airlines' responsibility to provide prompt assistance to passengers with disabilities who request assistance in moving within the airport.
